Genuine US military underwear designed to protect the thighs.

It is called PUG (Protective Undergarment) and is a mid-layer in the protective layering system called PPS (Pelvic Protection Systems), which protects the groin area.
It seems that protection is achieved by layering in the order of a hard protector such as a foul cup, then an undergarment, and finally trousers.
For this reason, Kevlar, a material used in stab-proof vests, is sandwiched between stretchy polyester fabric.

Kevlar (official name: Poly-paraphenylene terephthalamide) is a registered trademark of aromatic polyamide resin. It was developed and used by DuPont.
Because its molecular structure has a rigid, linear skeleton, it has high strength and heat resistance, and is said to be five times stronger than steel of the same weight. It is used to reinforce fiber-reinforced plastics, as well as in ship hulls, airplanes, and body armor stab-resistant vests.
